The Viva Bénoué project, born out of the cooperation between Cameroon and the World Bank, is part of the Integrated Import Substitution Plan for Agropastoral and Fisheries Development 2024-2026. The project's main objective is to increase rice production to reduce dependence on imports and strengthen food security. Additionally, the project is expected to improve the income of local communities by creating over 2,000 jobs, while meeting national objectives.  The project coordinator reports that the overall physical and financial execution rate stands at 25%. Nevertheless, the 2024 annual work plan and budget were implemented by 75 % ,  achieving a 60% financial execution rate. The project is grappling with major hurdles. The severe floods experienced in 2023 and 2024 temporarily cut off access to certain areas, bringing work to a standstill. The thirty-nine(39) billion CFA francs will be used to continue work on the  project in 2025.
