The New R+1 building is fitted with 120 registration stations to serve users from the Littoral and South-West regions. With this inauguration, the production of new biometric national ID cards will be available within a 48-hour timeframe. This Douala center is the second to become operational after the one in Yaounde, inaugurated in early March 2025. It will significantly reduce the waiting time for obtaining national identity cards (CNI), from several years to just 48 hours in the absence of technical issues. This project falls within the framework of a 131 billion FCFA contract signed on May 13, 2024, between the General Delegation for National Security (DGSN) and the German-Portuguese consortium INCM-Augentic.This contract entrusts the consortium with the mission of financing, building, and operating identity titles for 15 years, as well as passports and consular services for 10 years, before transferring the infrastructure back to the State. The agreement provides for the construction of a national identity document production center in Yaoundé and two annex centers in Douala and Garoua. The first stone of these infrastructure was laid on June 19, 2024. The project also includes the construction of 68 ultra-modern multi-functional centers in the 10 regions and 58 departments of Cameroon, as well as the modernization of 219 existing identification posts
