These are communes located in seven regions of the country, namely Adamaoua, Centre, North, South, South-West, West, and Far North.

The Minister of Women's Empowerment and the Family Marie Thérèse Abena Ondoa signed contracts in December 2024 with twelve municipalities to facilitate the registration of 14222 children in the civil registry.This initiative aims to reduce the number of children without birth certificates in Cameroon, a persistent problem for several years.The authorities largely attribute the situation of children without birth certificates to the consequences of violence in the country, linked to the war in the NOSO, Boko Haram attacks, the displacement of many families and the loss of documents, including birth certificates.This initiative is part of an ongoing effort, launched in 2018, to give many children a legal existence.According to the Minister, to combat and reduce the number of ghost children, she has already implemented similar actions in the past. Indeed, the Ministry of Women's Empowerment and the Family has taken important initiatives to reduce the number of children without birth certificates in Cameroon.In 2022, financing of over 88 million was granted to six municipalities in the East, Centre, Adamawa and North-West regions to establish birth certificates for 11,000 children.
