The new resources received come from the carryover of the 2024 fiscal year results (over 800 million CFA francs), loans, particularly from Feicom, resources transferred from certain ministerial departments (Public Works, Secondary Education, Tourism and Leisure  and Prolog, a project funded by the World Bank. These new resources amount to 6.873 billion CFA francs.The  2004, Orientation Law on Decentralization sets the general rules applicable to territorial decentralization, which involves the transfer by the state to local authorities of specific powers and appropriate resources.It gives the Regional Council the role of supporting the development of local authorities. Specifically, it has powers in the areas of economy, including the promotion of SMEs, organization of fairs and exhibitions, promotion of crafts, agricultural and pastoral activities, support for income-generating and job-creating micro-projects, and tourism promotion.
