Rehabilitation of Sonara: A two-year plan to accelerate the restructuring of the Limbe refinery

The National Refining Company (Sonara) is speeding up its restructuring process. After the board meeting held on August 13, the company adopted the Acceleration Plan for Restructuring and Rehabilitation measures (Parras 24) to resume refining operations within a 24-month timeframe

The objective is to have the production facility operational again by 2027, backed by government support. Parras 24 aims to restore Sonara's core functions and ensure a steady supply of petroleum products, the company stated in an official release.On the financial front, Parras 24 plans for recapitalization of own funds and establishing partnerships to finance the rehabilitation and rapid resumption of production. Sonara has not yet specified whether this recapitalization will be done through debt buyback or injection of new funds.  On the technical front, the goal is to rehabilitate the facilities according to their configuration before the disaster in May 2019, which had seriously damaged part of the refinery. In parallel, on the organizational level, Sonara plans to implement a personnel management plan aimed at strengthening the skills of its human resources and preparing the company for its resumption of activity. Sonara is still facing significant debt, owing 261 billion CFA francs to banks, with a debt rescheduled over 10 years since 2021 at an interest rate of 5.5%. The company also owes money to oil traders:Vitol  185 billion CFA francs,PSTV  8.5 billion CFA francs,Trafigura 14 billion CFA francs and mercuria energy 20 billion CFA franc. Repayment of these debts has been secured since 2022 through a state mechanism levying 47.8 CFA francs on every liter of fuel sold at the pump . This ambitious plan, which combines strategic financing, technical rehabilitation, and personnel upskilling, marks a decisive turning point for the Cameroonian oil sector and the stability of the national market
