IFC : suggests a concession-based management of mototaxis in Douala

After a year of analysis, the IFC identified many challenges and proposes that the Douala Urban Community organize and concession the management of motorcycle taxi transport to a legal entity which account for 61% of trips in Douala . Accounting for 61% of the transportation modal share, motorcycle taxis are a crucial component of urban mobility in Douala, providing livelihoods for over 100,000 drivers. Nevertheless, the IFC reports that more than 90% of these drivers operate without formal training or a driver's license. The sector is also hindered by inadequate regulation, safety concerns, and a lack of formal organization.To modernize the sector, the IFC suggests creating a mapping of motorcycle taxi drivers, which would subsequently be outsourced to startups and private companies specializing in transportation modernization. The Douala Urban Community (CUD) has already initiated, since July 2024, the registration of drivers in five city districts.This operation enabled the enrollment of 10,000 drivers out of the 20,000 planned. For 2025, the CUD commits to identifying an additional 20,000 drivers and setting the training fees for obtaining a driver's license at 23,000 FCFA.The IFC additionally recommends a new regulatory framework that incorporates the digitization of the system, thereby streamlining tax collection by the State. Ultimately, the goal is to establish a collaborative platform for public and private stakeholders to promote sustainable governance of the motorcycle taxi sector
