Collection of non-tax revenues : Mincommerce launches a digital platform

This initiative aims to simplify administrative procedures for users and strengthen the security of public revenues. Citizens and businesses can now make their payments online without having to physically move, according to the ministry. The platform also enables various administrative procedures, such as payment of administrative services and downloading authenticated administrative documents. According to the Budget Directorate at the Ministry of Finance, non-tax revenues include fees paid for the issuance of administrative documents, fines, dividends (share of profits paid by public enterprises). Although their potential is estimated at 800 billion FCFA, the State is struggling to master the collection of these resources. This gap between theoretical potential and actual revenue collected has led to a series of reforms aimed at improving recovery efficiency.These reforms are part of the 2023 Finance Law, in line with the recommendations of President Paul Biya, who urged sectoral administrations to intensify efforts to collect non-tax revenues.The government has implemented digital platforms in several ministries. These solutions aim not only to simplify administrative procedures for users but also to strengthen transparency and traceability of transactions.For the year 2025, the government has set a target for collecting non-tax revenues of 361 billion FCFA, approximately half of the identified potential. The Minister of Finance, Louis Paul Motaze, confirmed this figure during his intervention in December 2024 before the Finance and Budget Committee of the National Assembly. According to the minister, the government is pursuing reforms to improve non-tax revenues, which currently stand at 300 billion, with a final target of 600 billion in revenues following the identified potential
