Cameroon : The World Bank Is Closing The CFA 45 Billion Swedd Project.

The World Bank openly stated that the low level of disbursements was one of the main reasons why it ended the project implemented in the northern regions of Cameroon, namely Adamaoua, North and Far North. This means that the project did not receive the expected funding, which led to difficulties in its effective implementation.According to a report published after a World Bank mission to Cameroon from February 16 to 23, 2024, the credit disbursement rate was very low, at only 8.3%. As of that date, only $5.7 million (approximately 3.6 billion FCFA) had been disbursed out of a total amount of $75 million (over 45 billion FCFA) made available.The mission estimated that this figure was far too low. The same mission also noted that the Swedd project in Cameroon has failed to have an impact on the target population, the women of the Grand-Nord regions.The recommendations made by the World Bank experts during the February 2024 mission did not improve the consumption of credits allocated to the Swedd Cameroon project.
The report of the February mission reveals that nearly all performance indicators are lagging behind, with the sole exception of midwife training. Additionally, certain stakeholders, notably teachers, have expressed grievances about not receiving payment for their work on the project, specifically for the training courses provided to beneficiaries.Launched in Africa in 2015, the Swedd project was initially scheduled to commence in Cameroon in 2020, with a four-year implementation period. Nevertheless, delays stemming from "credit maturity" issues resulted in the official launch being postponed to 2022. The financing agreement was signed on October 12, 2021, marking the project's formal commencement on February 8, 2022.
