Waste management : 80 billion CFA franc market open to businesses in Douala

The Douala Urban Community (CUD) in Cameroon has issued an international tender for a company to provide household waste collection and transportation services, as well as sweeping and cleaning of streets, public squares and markets, with an estimated contract value of 78.4 billion CFA francs

The service will be funded by the budget of the Douala Urban Community (CUD) for the 2025 fiscal year and subsequent years, as well as by the State of Cameroon, but the funding proportions have not been disclosed. The call for tenders defines waste management in the economic capital in 04 lots. Regarding the first lot, the selected service provider will be responsible for the 1st and 2nd districts of Douala and the management/exploitation of the Youpwe Transfer Center. The second lot, on the other hand, focuses on the collection and transportation of household waste and cleaning of certain streets, public squares, and markets in Douala 3rd, as well as the management/exploitation of the Nyalla PK10 Transfer Center. The 4th lot will be reserved for the management/exploitation of the Bonaberi Transfer Center, while the 4th lot will focus on Douala 5th. Potential companies have until March 28, 2025, to submit their bids for this call for tenders.The Cameroonian public authorities are having difficulties in implementing the instruction of the President of the Republic formulated in his speech to the nation on December 31, 2025. The President had ordered the government to find a sustainable and urgent solution to the problem of household waste collection in cities, in collaboration with municipalities and urban communities. Stakeholders in the waste management chain cite several reasons for these difficulties.According to Douala's Mayor, Roger Mbassa Ndine, the city produces around 2,700 tons of household waste daily, with only about 70% being collected due to the inaccessibility of certain areas to garbage trucks. To address these shortcomings, an Urban Cleanliness Authority  was created in July 2023 and has been operational since December 2024, according to the Douala Urban Community (CUD). Besides infrastructure, the lack of financial resources is also a concern. 20,000 tons of household waste are added every year in Yaounde, same for Douala, while the resources allocated to this purpose have actually decreased over the past few years, according to Jean Pierre Ymele, Director General of Hysacam,  Furthermore, "the fuel consumption of Hysacam's agencies in Yaounde is around 20,000 liters per day, Add to that the salary charges, and yet, for at least six months, we have been ending each fiscal year with unpaid bills equivalent to six months or more of services," he lamented
