Following a high-level consultation between Professor Fuh Calistus Gentry, Acting Minister of Mines, Industry, and Technological Development, and the Chinese diplomatic representation, a strict reintegration framework has been defined. For companies whose activities were suspended in the East Region for non-compliance with the Mining Code, the resumption of extraction is henceforth conditional upon meeting unprecedented financial and environmental criteria.

The primary measure of this reform rests on the requirement of an environmental bond fixed at 63 million FCFA, based on 3 million per hectare. This amount, combined with minimum production obligations—at least five kilograms of gold per unit monthly—aims to sideline undercapitalized and informal operators. By imposing these compliance costs, the State seeks not only to secure its tax revenues and royalties but also to ensure that only structured and solvent actors intervene in alluvial deposits.
The specifications impose a profound technical mutation: the mandatory transition to a closed-circuit processing system within a six-month deadline. This requirement addresses the urgency of protecting local ecosystems, which have been severely impacted by rudimentary extraction methods. The support shown by Chinese authorities for this restructuring reflects a mutual desire to formalize the semi-mechanized artisanal segment, which has long been marked by an opacity detrimental to State control and soil preservation.
The impact of rigorous extractive resource management on Africa's progress is fundamental. By reminding stakeholders that the closure of illegal sites affects all operators regardless of their origin, Yaoundé reaffirms the impartiality of its national law. While China remains a strategic partner, compliance with local legislation is now established as a non-negotiable pillar of the bilateral relationship. This comprehensive regularization process is intended to reinject into the formal circuit revenues that had previously evaporated to the benefit of clandestine networks.
The sustainability of this new dynamic rests on the administration's capacity to maintain constant surveillance on the ground. For the national economy, the mining zone of the East represents a reservoir of wealth that, once properly regulated, can become a driver of inclusive development. Every traced gold bar and every rehabilitated hectare brings Cameroon closer to responsible, transparent mining that benefits local communities.
